Position Summary

The Hazard Mitigation Grant Program Manager provides program-level oversight, coordination, and management of mitigation grants under State and Federal Hazard Mitigation Assistance (HMA) programs. This role manages projects funded through BRIC, PDM, FMA, HMGP, HMGP-Post Fire, STORM Act, L-PDM, and other State-sponsored mitigation initiatives.

The Program Manager also leads a small team of Emergency Management staff and works directly with applicants during federally declared disasters to support the development of mitigation projects, including FMAG-related work.

The incumbent must be prepared for 24/7 response availability , no-notice activation to the State or Alternate Emergency Operations Center (SEOC), and/or Joint Field Office (JFO). The role includes ongoing training and assigned responsibilities during activations.

Candidates must be eligible for future conversion to Full-Time Employee (FTE). No visa sponsorship available.

Key Responsibilities

• Provide program-level management, tracking, and oversight for multiple Hazard Mitigation Assistance (HMA) grant programs.
• Manage mitigation projects funded through BRIC, PDM, FMA, HMGP, HMGP—Post Fire, STORM Act, and other State mitigation initiatives.
• Lead and supervise a small emergency management team supporting applicant coordination and project development.
• Assist jurisdictions in developing Hazard Mitigation Grant Program (HMGP) project proposals following disaster declarations.
• Support Fire Management Assistance Grants (FMAG) mitigation processes.
• Ensure program compliance with State and Federal regulations , policies, and grant requirements.
• Prepare reports, maintain documentation, monitor budgets, and track project progress.
• Participate in SEOC and JFO operations during activations, including 24/7 shifts if required.
• Maintain readiness for no-notice emergency response .
• Perform duties as assigned per agency policy.

Required Qualifications

• 5+ years of financial experience , including billing, financial auditing, expenses, and invoicing.
• 2+ years of Program Management experience.
• 2+ years of experience working with grants (management, compliance, or administration).
• Must meet security clearance requirements.
• Must be local to Phoenix, AZ at time of submission.
• Must pass HireRight background check and drug screening .

Preferred Qualifications

• Experience conducting compliance reviews .
• Strong, professional written and verbal communication skills .
• Experience in emergency management, disaster recovery, or mitigation programs (preferred but not required).
• Experience working with State or Federal agencies (plus).
