Job Description

SkillsEngine at Texas State Technical College is seeking qualified Industrial/Organizational (I/O) Psychologists to conduct job and education skills analyses, support curation of SkillsEngine’s proprietary skill library using SkillsEngine’s software system, provide targeted skill suggestions for existing skill profiles, and assist in efforts to enhance educational offerings through the use of SkillsEngine software, skills data, and related activities. This is a part-time contract (not to exceed 19 hours per week). Relevant service areas include: 

Job Analysis: This activity entails translating reference materials into structured skill profiles based on a prescribed skills taxonomy using SkillsEngine’s software and skill library. The contractor will: 

  • Research relevant reference materials such as industry standards, job descriptions, training materials, SME consultations, and other relevant sources.
  • Utilize this information to create, add, modify, and remove relevant skills—Work Activities, Knowledges, Employability Skills, and Tools and Technologies—and skill sets for target job roles, curriculum, and credentials.
  • Develop, manage, and edit skill profiles for SkillsEngine clients on a project-by-project basis.
  • Coordinate research activities with internal and external stakeholders.
  • Monitor emerging job areas and industries to support creation of new skill profiles, skill sets, and skills within SkillsEngine’s library.

Data Science: This activity involves the ongoing curation of SkillsEngine’s core data libraries. The contractor will: 

  • Conduct quality assurance reviews to ensure data quality and accuracy, 
  • Curate primary skills data following the structure SkillsEngine has established, 
  • Provide feedback on data management procedures and systems designs. 

Vendor Requirements

  1. Masters Degree or PhD in Industrial/Organizational (I/O) Psychology or a related field
  2. Expertise employing ontological data structures and skills taxonomies and designing, executing, and interpreting research. 
  3. Knowledge of human performance and human factors, small group theory and process, criterion theory and development, job and task analysis and individual assessment. 
  4. Skilled in quantitative and qualitative research methods, correlation, multiple regression, analysis of variance, logistic regression, meta‐analysis, and psychometric methods. 
  5. Understanding of the U.S. Department of Labor’s O*NET Content Model and Bloom’s Taxonomy.
  6. Willingness to use SkillsEngine software for all data curation except in specific cases where agreed upon by all parties.
  7. Openness to building AI processes for skill data curation and to integrating those processes into SkillsEngine data curation workflows.
