K amehameha Schools is looking to fill our Manager, Government Relations position. This is a working manager role. In addition to leading and mentoring a team, the ideal candidate has extensive public policy experience including legislative analysis and research, the ability to manage and facilitate a high volume of policy-related assignments and meetings, and excellent relationship building skills - existing relationships within the Native Hawaiian community and/or with Government Officials is important. A legal background and/or Native Hawaiian cultural understanding will be helpful in this role. Job Summary Manages a team of government relations professionals to implement a comprehensive program of proactive advocacy strategies that advances the organization’s strategic plan and vision. Instrumental in developing a strategy to engage with government officials and agencies at the local, state, and federal levels, the Native Hawaiian community, other stakeholder groups, and individuals to advance the mission for Kamehameha Schools. Essential Responsibilities Government Relations Develop and implement a comprehensive advocacy programs that support the organization’s strategic plan and vision. Collaborate with internal and external subject matter experts and community partners to identify, monitor, and address government activity and discussions that impact organizational goals and priorities. Manage lobbying efforts to ensure compliance and provide consultation on advocacy and lobbying strategies. Ensure that the legislative tracker is managed in coordination with internal and external teams on policies that impact the organization’s strategic plan and vision. Ensure compliance with all state, federal and county ethics requirements as it relates to government activities and reporting. Support the coordination of external collective advocacy efforts that advance KS’ interests in Native Hawaiian well-being throughout all areas of government. Community Relations Strategize, plan and implement outreach efforts with individuals, community organizations, the Native Hawaiian community, and government organizations Manage the receipt and use of community intelligence to support leadership decision-making and advance understanding and trust between Kamehameha Schools and the community. Cultivate relationships with key organizations, public policymakers and the community to amplify advocacy and achieve common goals that lead to the advancement of the Lāhui Hawai'i. Project Management Lead the planning, execution, and tracking of complex advocacy projects to achieve the organization’s strategic goals. Manage project scope, activities, and timelines to ensure successful outcomes. Prepare regular progress reports and updates for senior leadership and other stakeholders, highlighting achievements, challenges, and opportunities. Management and Leadership Responsible for leadership, guidance, and support of the department, including day-to-day workflow and compliance. Oversees employee administration, including mentoring/coaching, performance assessments, and other administrative responsibilities. Fosters a collaborative culture that actively develops staff, to seek opportunities for professional and leadership development, succession planning, and team-building. Position Requirements Minimum Qualifications - An equivalent combination of education and experience may substitute for the requirements listed. Bachelor’s Degree in Communications, Public Relations/Policy, or related area. Minimum 5 years experience in government relations, and key stakeholder relations or a directly related field. Minimum 2 years supervisory experience. Self-directed and motivated; outstanding organizational and project management skills; ability to plan, manage and assess goals and objectives of concurrent short- and long-term projects. Knowledge of local, state and federal government legislative and lobbying reporting processes. Demonstrated ability to successfully communicate with all levels of leadership and diverse personalities and interests to achieve mutual goals, internally and externally. Communication skills should be sufficient to address needs for speech writing, newspaper op-eds, and other high-level communication directed at government or community entities and the media. Skilled in facilitation and managing large and small group engagements. Ability to use data and research for advocacy planning purposes and collective advocacy efforts. Ability to manage multiple projects, including executive level assignments. Excellent listening skills. Strong knowledge of Native Hawaiian entities, community and issues that affect the Lāhui Hawai’i. Preferred Qualifications Juris Doctorate. Fluency in the Hawaiian language. Knowledge in Hawaiian law. Physical Requirements Frequently sit, perform desk based computer tasks and grasp light/fine manipulation. Occasionally stand/walk, write by hand, and lift/carry/push/pull objects that weigh up to 10 pounds. Rarely twist/bend/stoop/squat, kneel, crawl, climb, reach/work above shoulder, grasp forcefully. Working Conditions This position may involve traveling to various locations, including neighbor islands to conduct business. Work is conducted in an office/school environment and may require work to be conducted in non-standard workplaces. Work is typically conducted Monday through Friday at normal business hours but evening and weekend hours may be required to meet goals and objectives. Work Year 12 Pay Range 97,600.00 - 139,300.00 Annual Compensation and Benefits Based on the compensation range provided below, salaries are commensurate with job-related experience, skills and competencies, education, internal equity, length of work year, and other organizational needs.
